PROCEDURE FOR EXPORT TO DIFFERENT MARKETS

EUROPEAN UNION

Approval of unit-The processing unit needs to be approved for exports to EU. The approval is granted by Assessment Panel of Experts (APE). Based on the reports of the competent authority ie; EIC, the unit will be approved for exports to EU. The approval granted to the unit needs to be renewed once in every 2 years.

Fish and fishery products can be exported to EU countries by the owners of EU approved processing plants possessing a valid MPEDA registration as an exporter. MPEDA registered Merchant exporters having valid tie up agreement with an EU approved unit can also export to EU countries.

Documents required for exports to EU

  • Commercial Invoice
  • Packing list
  • Health certificate from EIC
  • Airway bill/BL
  • PHT Certificate – Pre harvest test for screening of aquaculture products for banned antibiotic residues.
  • Catch Certificate- Under the EU Regulation No.1005/2008 for the exports of sea caught material.
  • GSP Certificate – Generalized system of preference – A system of granting preferential tariff rate for certain products of developing nations to be imported into developed countries.

USA

Approval of unit- The processing unit needs to be approved by Assessment Panel of Experts (APE).. The approval granted to the unit by EIC and MPEDA needs to be renewed once in every 2 years.

Fish and fishery products can be exported to USA by the owners of EIC approved processing plants possessing a valid MPEDA registration as an exporter. MPEDA registered Merchant exporters having valid tie up agreement with an EIC approved unit can also export to USA.

Prospective exporters to USA have to register with FDA.

1. Food Safety Modernization Act (FSMA)

Food Safety Modernization Act (FSMA) was introduced after amending the existing Federal Food Drug and Cosmetics Act. FSMA requires that importers must verify their foreign suppliers have adequate preventive controls in place to ensure safety. U.S. Food & Drug Administration (FDA) will have mandatory recall authority for all food products. FDA has the authority to refuse entry into the U S of a food that has refused U S inspection.

FSMA requires domestic and foreign facilities to register every two years. Previously renewal was not required and facilities only needed to update the FDAof changes.FSMA require appointment of a “US Agent for communications with FDA”. The key responsibility of this agent is to act as a channel of communication between the foreign food supplier and the FDA.

  • DS 2031 Certificate – Declaration of exporters that the shipment of shrimp is harvested in a manner not harmful to sea turtles must accompany all shipments of shrimp and shrimp products to US.

JAPAN

Approval of unit- The processing unit needs to be approved by Assessment Panel of Experts (APE). The approval granted by EIC and MPEDA to the unit needs to be renewed once in every 2 years.

Fish and fishery products can be exported to Japan by the owners of EIC approved processing plants possessing a valid MPEDA registration as an exporter. MPEDA registered Merchant exporters having valid tie up agreement with an EIC approved unit can also export to Japan.

CHINA

Approval of unit- The processing unit needs to be approved by General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of China, which in turn has approved EIC as the competent authority for the approval of units. The approval granted by EIC and MPEDA to the unit needs to be renewed once in every 2 years.

  • APTA certificate - The Asia Pacific Trade Agreement (APTA) is a preferential trading arrangement designed to liberalise and expand trade in goods progressively in the Economic and Social Commission for Asia and Pacific (ESCAP) region.

RUSSIA

All processing units should get the approval from FSVPS (Federal Service for Vetenary and phytosanitary Surviellence) for exporting marine products to Russia. EIC should guarantee that the companies have met all quality standards and also be responsible for periodical inspection of processing establishments. The units should be approved by APE, based on which they will be granted permission for exports. The approval granted by EIC and MPEDA to the unit needs to be renewed once in every 2 years.

Fish and fishery products processed and packed in a unit approved by FSVPS can be exported to Russia by the owners of EIC approved processing plants possessing a valid MPEDA registration as an exporter. MPEDA registered Merchant exporters having valid tie up agreement with an EIC approved unit can also export to Russia.
